I think you actually need to download/compile the so_rules (dynamic rules) separately-from the rules file download.  At 
least that was my experience when I just upgraded my sensors to 2.8.6.

youre right but after make command I should obtain compiled files there,
in  /usr/local/lib/snort_dynamicrules, there are only librares which
was copied from orginal source localization against command make
install, so you can try,
I suspend bug in compilation rules
