IDSCenter

I am trying to install SNORT for the first time on Windows.  

When I look around on the Internet, I found a lot of references to
IDSCenter (http://www.engagesecurity.com/downloads/#idscenter) and some
references to www.silicondefense.com.  Are these web sites still being
maintained?

My 2 questions are:  is IDSCenter still useful to novices?

And, any suggestions regarding the best way to setup a basic SNORT box
on Windows?
