Proceedure Entry Point PacketGetNetInfo could not be located in the dynamic link library Packet.dll

Greetings:

I get this message when trying to run snort 2.2 on a new install:
Proceedure Entry Point PacketGetNetInfo could not be located in the
dynamic link library Packet.dll

It is a vanilla Win2k, SP 4 and NAV only installed, nothing else.
WinPcap 3.1 beta3 is installed and the Network Monitor Driver shows in
the IP stack

Any Ideas?
