Yes, that's possible.. verbose mode is likely to cause packet drops on nearly any system.
Since you can't exactly send a kill -USR1 to snort on a windows box, probably your only way of finding out is running snort interactively on the command line, without verbose mode, and see what kind of drop rate you get when you exit it.
