Generator ID in threshold directive

Hi all,

I don't understand the semantics of the generator ID in the threshold 
directive. It's clear enough that an ID of zero refers to all generators. 
But, does the non-zero ID of a directive correspond to some other value, or 
should they merely be assigned arbitrarily?
