Are you sure, that 192.149.252.21 is serving whois?
# whois 192.149.252.21 -h 192.149.252.21
Connection refused connecting to 192.149.252.21

I cannot get a connection, myself.

whois.arin.net is 192.149.252.43

Your acid is configured wrong. 
Edit acid_net.inc 
Search for $arin_ip
Set $arin_ip to 192.149.252.43
Set $apnic_ip to 202.12.29.13

Should work then
