flexresp is a "race to the finish" that depends on how quickly a packet can be sent. If you're trying to test on your local lan, you're going to have it fail or "not work". The latency on a local lan is rather low ( < 3 ms for most), whereas over a internet link you're going to see higher times ( > 30ms ).
