Run do not walk to http://www.snort.org/docs/writing_rules/ and read it.

Then read http://www.snort.org/docs/FAQ.txt.

At that point, you will have just answered those questions.  And I'm sure
will have more. :)

Seriously, take a bit of time to _read_ the docs before posting.  It
reduces the 'egg on the face' factor when someone tells you "the answer is
in the third line of the manual".
