I agree with requiring the fully qualified paths in snort.conf.  This is
because Windows doesn't run the service from the directory of the
executable.

However, the fully qualified path within PATH is not actually required.
Alternately, you can specify the fully qualified path to snort.exe on the
command line when you are registering the service.  For example:

    c:\somedirectory\snort.exe /SERVICE /INSTALL ...

To get snort to start as a service you must have added the path the your
snort.exe file to the environment variable PATH(email if you don't know
how to do this), also make sure you have fully qualified paths in your
snort.conf file, no ../ notations anywhere.
