I had the exact same problem on Win2K Pro with WinPcap 2.3.
The problem has to do with the version of snort that comes with Snort
Center. Download v1.9 for Win32 and replace the Snort files that came with
Snort Center, honoring the differing directory structures.
Snort 1.9 places all its files in a single directory. Snort Center splits
them into subdirectories. In each subdirectory of Snort Center, replace the
files by those from v1.9.
