Ok, after some clues from Chris, it turns out that I am wrong.  Stream4
_does_ operate on packets from a pcap.  _But_ the isssue is if there are
any packets missing from the stream, stream4 discards the entire stream.
If you're depending on a feature of stream4 to work on a pcap, then you
better be sure that all parts of the stream are there.
