You set up your RedHat Linux box without installing development tools 
needed to compile things. Most "typical desktop" or "typical server" 
installs skip this stuff, because their idea of a "typical" user doesn't 
involve installing things which aren't

Install the gcc, and the glibc-devel packages (at the very least, you'll 
probably need many more packages they left out).
