Sure.  Just run mysql with the -h parameter and specify the hostip that
you want to connect to.  For instance:

# mysql -u snortuser -p -h 10.1.1.1 snortdata

-- this would connect you to the server @ 10.1.1.1, using the
'snortuser' mysql user, with the password option, and selecting the
'snortdata' database.

actually logging in, using the same parameters in the snort.conf file?

Start your snort from command line it will give you
more verbal output of error, another thing that might
help is logging into your mySQL using account you
created, for example if you account name is snort

mysql -u snort -p <snort database name>

it will promopt for password, see if you get
connected.

If you send me error I can't try to further help you
although I have never tried running snort on windows
platform.
