DSL is routed, and if it's even done halfway right, there's no way you can spy on your neighbors with a simple sniffer.
There's no reason for them to ever pass that traffic down to your DSL modem node. It just clogs up your DSL line if they do, which pisses off customers because their 640k DSL line is plugged up with packets from their neighbors surfing Martha Stuart's website.
it *might* be possible that they do some kind of arp-proxying, so you *might* see their ARPs, but that's not particularly interesting.
