configure error

While running ./configure script to prepare for compile of snort-1.9.0 I
get the following error:


   ERROR!  Libpcap library/headers not found, go get it from
   ftp://ftp.ee.lbl.gov/libpcap.tar.Z
   or use the --with-libpcap-* options, if you have it installed
   in unusual place


I have tried "./configure --with-libpcap- /usr/lib/libpcap" and several
other permutations but this is apparently wrong syntax.

Here are my libpcap libs:
/usr/lib/libpcap.so.0
/usr/lib/libpcap.so.0.6.2
/usr/lib/libpcap.so.0.7
/usr/lib/libpcap.so.0.7.1
