snort dead but subsys locked

[Eduard San Anselmo <esananselmo () albasoft com>]

when I try running "snort -T", I get the following message:
Initializing rule chains...
ERROR: Unable to open rules file: /root/.snortrc or /root//root/.snortrc
What's wrong with my snort? What have I done wrong?
