What legal rights do convicted crimminals exercise regarding intellectual property over which they a) have copyright protection, or b) do not have copyright protection?
Copyright is automatic. For any original work you create you hold the copyright. No paperwork is needed. However you do need to register the copyright to fully protect these rights. Can't answer the "convicted criminals" issue, but if he created it, he owns the copyright.
