I'm assuming your not asking for vulnerability scanners, since there's hundreds of them out there. To create specific packets, there are quite a few decent products and scripts out there, but the one I use most is probably NAI's CyberCop Scanner's CASL app. Easy to use and can generate packets munged any way you choose.
