kill -USR1 bogon

Hey folks,

I'm noticing that off of today's snort checkout on FreeBSD 4.2-RELEASE,
using SIGUSR1 to dump the stats only works once.  Afterward you have too
SIGHUP snort to get your SIGUSR1 shot again.

An odd observation...
