Hi Declan,

In the middle of January the DOT put a notice in the Federal Register wanting to create a system of records that's exempt from the Privacy Act.

Comments need to be submitted by Monday, Feb. 23.

This system of records looks suspiciously like CAPPS II. Here's the link to the Federal Register notice: http://cryptome.org/tsa011503.htm. I thought this was a stealthy end run around the debate that should take place before such a surveillance plan is put into place, particularly since people will never be able to access the information collected about them, and particularly given all of the debate around the Total Information Awareness system.

PrivacyActivism has drafted a sample letter asking for the proposed regs to be withdrawn. You can use this as a starting point for your own letter, or just print it out, sign it and mail it. Comments need to be mailed (fax and e-mail comments are not supported) to
