A traceroute shows pna.net is hosted by Chicago-based Hostway Corporation, while www.palestine-info.com is on a server operated by OLM in Milford, Connecticut.
However, a quick check of sites in Palestine's top-level domain (.ps) *does* show massive outages. Just about anything ending in gov.ps is unreachable (to me, anyway).
Palestine's government portal *was* here: http://www.gov.ps/ . Google's cache: http://216.239.39.100/search?q=cache:epjC_bWgfsQC:www.gov.ps&hl=en
Incidentally, most of the sites that come out on top from a Google of "Palestine" appear to be functioning fine. I didn't check them all, but most of them are also hosted in the USA or UK. E,g, palestine-net.com and palestinechronicle.com, and palestinedaily.com.
FWIW, Alldas.org has recorded zero defacements of .ps domains, and 411 of .il. (I think ICANN only delegated .ps in year 2000.)

As there were too many people asking for info by e-mail, they set up a first site <http://www.intertech-pal.com/siege>Http://www.intertech-pal.com/siege , which is now down too. But they also set up a second site that still works <http://www.alnakba.org/siege/>http://www.alnakba.org/siege/ . But I don't know who the providers of each are.
