In light of the Sept. 11 terrorist attacks, nationwide identity systems have been proposed to better track the movement of suspected terrorists. This raises questions such as: Who would use the system and how? Would participation be mandatory? What types of data would be collected? What legal structures would be needed to protect privacy and due-process rights, and to prevent misuse of the system? IDs -- NOT THAT EASY: QUESTIONS ABOUT NATIONWIDE IDENTITY SYSTEMS, a new report from the National Research Council, explores the issues surrounding the capabilities and implementation of such a system. Advance copies will be available to reporters only beginning at 9 a.m. EDT on April 11. THE REPORT IS EMBARGOED AND NOT FOR PUBLIC RELEASE BEFORE 4 P.M. EST ON APRIL 11.
