Would anyone know of a good open source rouge access point
detection software for windows. The idea is when a new access point
comes up I would like to receive an email. I have looked into airsnare,
and netstumbler, but have not had any luck so far.

You could setup some Kismet sensors and write a little perl/ruby/python
script to collect the data and report when new AP's are found. The
challenge becomes when you have to distribute that across more than one
small location and management becomes a burden. This is where the value
of a WIDS tool comes in. :)
