FYI...You mean TCP 23; 21 is FTP.  

As to the "remote" issue, if you have a network IDS/IPS, you can do this
at any choke point where you know the traffic will traverse; just apply
a filter to look for source-destination IP of relevant devices listening
on the telnet port; 

an alternative is to install a local sniffer (TCPDUMP, Ethereal, or even
Snort (not a sniffer but can act as one) on the Telnet server or the
client you want to sniff.

Generally, with a sniffer :)... and filter out port
21. You have to be more specific about what platform
do you use, what type of network you are trying to
sniff, etc.
