I assume that "to crack usernames \"offline\"" means cracking the passwords.

That would work, however you MUST find an alternate vulnerability in
order to download the user database, maybe SQL injection in order to
get the username/password pairs or a direct attack in thte user
repository if this is in scope of the assessment - then maybe cracking
is obsolete because the password is cleartext :) maybe not. It really
depends on the algorithm used - or not - to encrypt the passwords.
