This actually sounds like a misconfiguration to me. If someone went through the trouble of removing root@.* privileges to mysql.*, yet did not give the root user a password, I'd venture a guess and say that the permissions are also likely botched in other ways, too. Sure, there are situations where such a setup could be valid, but... Perhaps there are other users who also have no password set but have more privileges?
My question: Can you run commands on mysql to interact with the OS like XP..cmdshell in MSSQL?
Strictly speaking, I do not believe so. For a next step, I'd see what you can do with the FILE privileges, as that may prove to be the next best thing.
