That would be the WIPO copyright treaty [1] (regarding copyright law) 
and the GPL _license_ [2] regarding SARA and Nessus use of copyright 
law. Obviously, different countries have different (more detailed) 
copyright laws, but most (all?) uphold to that treaty

As of march 26, 2004, only *46* countries were signatory to the WIPO

Thats not even half of the (approximately) 193 countries in the world.

So even assuming your legal arguments to be valid (which I would dispute,
but IANAL), you are *way* overboard on your assumption of the universality 
of relevant copyright law.

Perhaps if you wish to continue the discussion of international copyright
law, 
we could do it off list, as this is not really relevant to pen-testing.
