The OpenH323 Project might help? http://www.openh323.org/ They have a OpenPhone which is a GUI client for Windows. Also have command line clients for various Linux distros. Not an emulator but it might be worth looking into.

I am specifically looking for something that will eumulate an NEC DTerm handset, but will take what I can get if it might work.
