Actually, ESP packets are packets...not just the encrypted payload...see rfc-2406
Very rudimentary example:

<IP Header>
<ESP Start>
Security Parameters Index (SPI) (32 bit)
Sequence Number (32 bit)
Encrypted Payload (Variable length)
<ESP End>
