[PEN-TEST] VLAD the Scanner v0.7.4

Just a quick note -- VLAD's cgi scanner has been updated and will check
for the latest IIS Unicode bug recently reported in MS00-078. We'll have
HackerShield updated probably by the next RapidFire Update, but for those
who need it VLAD has it right now.
