not too hard in Windows either.  Most adaptors I've seen can be changed in
the card's "properties".

changemac can change the MAC temporarily (until reboot) on Linux.
dsniff provides arp spoof capabilities, as do some other programs.

I don't know of anything that will Change the MAC on Windows, but
I've never looked for such a thing, either.
