If you don't need WP8 at all, have you tried the HTC HD2?  It's a few years
old, but it's one of the most moddable, versatile phones out there.  Runs
WMo 6.5 out of the box, but it can be modded to run WP7, Android, MeeGo,
Ubuntu.

I think several of the roms come unlocked/rooted/etc.
