creating the SAM repair file

This may be a daft question but what generates, or causes to be
generated, the Windows repair files which includes the SAM file?

I'm wondering because I've been on a couple of jobs where the file has
been missing and I'm wondering if there is anything I could do to
force the system to generate it so I can steal it and get cracking.
