OpenDNS offers a cheap (i.e. no cost) solution for content filtering
via the route of DNS filtering. This means no software or hardware to
install but I am unsure as to its effectiveness as a whitelisting
solution.

input sites but this is kind of cumbersome for a non techie to manage.
