Zenmap is a Python 3 program; no .exe-file.
Should be run as 'py -3 <install_path>\zenmap' or
via some zenmap.bat file.

Here is mine:

  set ZENMAP_PATH=f:\MinGW32\src\inet\network-scanners\nmap\zenmap
  set ZENMAP_DEVELOPMENT=1
  set GI_PATH=f:\gv\Python310\lib\site-packages\gi
  set PYTHONPATH=%ZENMAP_PATH%;%GI_PATH%;%PYTHONPATH%
  py -3 %ZENMAP_PATH%\zenmap %*
