The error with ntdll.dll seems to be a kind of common issue with Windows, so my first recommendation to you would be to 
try out a few fixes (if you already haven't) for the same.[1]

Please do report back whether nmap successfully runs after trying out few of the fixes.

Additional questions:
1) Does this happen with other versions of nmap too?
2) Is this bug restricted only to nmap?
