[RFC] Remove 6/8 and 7/8 as reserved networks for -iR

I would agree with removing those two cases, given that NMAP can scan just
about every other known network/netmask combo, why should these two network
blocks be off limits (i'm sure that foreign countries and their
intel/military services routinely scan these blocks, even if the block
owners don't admit to it) :)
