Accomplishments
 * New Feature: Npcap can see loopback packets now. But this feature still
has issue, as the driver can't start after system reboot because we added
this WFP feature. I am looking for a solution.

* Improvement: Add build and packaging script for Npcap. Basically there's
no need to use VS UI to build.

* New Feature: Npcap can now install in "WinPcap Mode" as Fyodor suggested,
in this mode Npcap uses WinPcap names and APIs, so Nmap can run under Npcap

The latest Npcap installer is:

I have tested this version Npcap in Windows 8.1 x64 and Windows Server 2016
TP2.

Notice: You need to try it under Win7 and later, and no need to change the
installation options, just click the "Next"s. Npcap installed in "WinPcap
Mode" is exclusive with WinPcap, so you must uninstall WinPcap first
(installer will prompt you this).

Priorities
 * The loopback packet feature is not done, that reboot error issue needs
to be resolved.
 * Have a meeting with Fyodor for the next step.
