Time to re-enable NI in IPv6 OS feature vectors?

There is still this comment in /nmap-exp/luis/ipv6tests/nmap.set:

# Temporarily disabled because the probe was broken before r26930;
# it was missing a target address and so didn't get a response.
#    NI

Should we turn NI back on in for OS detection? It looks like the probe
is being sent, just not affecting the classification.
