You are talking about a different port scanner then. This does not sound like a project that could be done under Nmap's Google Summer of Code IMHO. Try to tie it closer to Nmap somehow. Speaking of Java, perhaps you would be interested in developing Vlatko's Android frontend for Nmap? Take a look at this topic: http://seclists.org/nmap-dev/2015/q1/45
