Can you provide some additional details? Please answer as many of the
following questions as you can:

1. Zenmap shouldn't need to run as administrator on Windows as long as the
WinPcap service has been started. Do you have the same problem when running
with normal privileges?

2. Is this new behavior, or did previous versions of Zenmap fail in the
same way?

3. Does this fail on other versions of Windows, too?

4. What are the contents of the "zenmap-g3rlin.xml" file? This may be saved
in a temporary directory.

5. Does Zenmap have a problem parsing XML files you generate with
command-line Nmap? Example: nmap scanme.nmap.org -oX test-file.xml, then
open Zenmap and Scan -> Open Scan -> open test-file.xml
