STARTTLS support for NNTP

Hi everybody,

I added STARTTLS support for NNTP, which was the last protocol missing in
sslcert.lua. I ran various tests with inn2/nnrpd on Ubuntu and it seems to
work fine.

Attached is the patch. As usual, any feedback is welcomed.
