STARTTLS support for IMAP and POP3

Hi everybody,

I added STARTTLS support for IMAP and POP3 in sslcert.lua; did some tests
with several imap/pop3 servers and it seems to work fine. Attached is the
patch.

Any feedback is welcomed.
