This is some kind of gambling management system for casinos.

This program uses a listening port to manage multiple instances. Here is
a thread describing the behavior.

This submission was running on port 21, which is normally FTP. It is for
a reason: "I have used port 21 for the server so that when the client is
ran as an applet, it thinks its connected to an FTP server and doesnt
idle out..."
