[NSE] New sslcert library

Hi list,

I've created a new library called sslcert. It takes care of retrieving SSL
certificates and caching them to the new host-based registry.
I've updated the ssl-cert and ssl-google-cert-catalog scripts to make use
of it and thereby removed the dependency the ssl-google-cert-catalog had on
the ssl-cert script.
