[NSE] New script broadcast-wpad-discover

Hi list,

I just committed a new script (broadcast-wpad-discover) that uses the Web
Proxy Auto Discovery Protocol (WPAD) to discover proxy servers on the
network.
The script implements both the DHCP and DNS method of doing so, retrieves
the WPAD file and returns either the file or the listed proxy servers.
Comments and suggestions are welcome as always.
