I'm pretty sure luadoc is involved in creating the online HTML
documentation for NSE.

I don't know how to leverage that into command-line documentation.
Trying out luadoc for myself makes it seem like it is only for
creating HTML or online docs.

Haven't tested this yet but have you tried http://luadoc.luaforge.net/ ?
