Compiling for 32-bit as

does work, so it looks like the problem is back :-(

Nmap r17351 has a patch to libpcap that fixes the problem. You have to
build with --with-libpcap=included but I'll look at making that
automatic for 64-bit OS X. The libpcap patch is this:

I just noticed that libpcap 1.1.1 has been released. I suggest we
upgrade our included version. I've working on an Autoconf check to
decide when to use our included version to fix the Snow Leopard problem,
much teh same way we prefer the included version if the system version
is older than 0.9.4.

I've done the upgrade to 1.1.1. It went pretty smoothly.
