Nmap r17351 has a patch to libpcap that fixes the problem. You have to build with --with-libpcap=included but I'll look at making that automatic for 64-bit OS X. The libpcap patch is this: http://github.com/mcr/libpcap/commit/43acbb77a8e0b3346b574b3e28793de2d6985e69.
