It's for a reason: there could be more than one reason that some ports are in
a particular state (no response vs icmp prohibited, for example).  This is
also the reason for this change back then:

o Changed the XML output format so that the [extrareasons] tag (part
  of Eddie's --reason patch) falls within the [extraports] tag. [Kris]
